What exactly are enterprise vouchers?
Enterprise vouchers are a subsidy system from the Walloon Region that allows Walloon companies and freelancers to finance support services provided by service providers certified by the Public Service of Wallonia. It is not a material investment aid: it does not cover the purchase of software, equipment, or licenses.It covers human support work: auditing, analysis, consulting, and coaching.

The two types of digital vouchers in effect
For digital transformation projects, two types of vouchers are available. They do not cover the same situations and do not offer the same reimbursement rate.
The Digital Maturity voucher: 50% reimbursement
This is the most relevant type of voucher for the vast majority of digital projects in SMEs. It finances two categories of services: consulting (audit and diagnosis of your digital maturity, needs analysis, action plan) and coaching (support for implementing the action plan, selection of providers, follow-up).
The regional intervention rate is50% of the provider's fees excluding VAT. The maximum subsidy is€60,000 over three years. Each Walloon entity also has an electronic portfolio capped at €200,000 over three years (with a maximum of €100,000 per calendar year), which can be used for different types of vouchers.
The Cybersecurity voucher (Keep It Secure): 75% reimbursement
If your project specifically relates to IT security, risk analysis, the definition of a cybersecurity policy, or support towards a Keep It Secure certification, the reimbursement rate rises to75% of the fees. The ceiling remains the same: €60,000 over three years.
This higher rate is explained by the Walloon Region's desire to accelerate the upgrading of SMEs on IT security issues, an area where delays are often significant and the risks are real.

Who can benefit?
To be eligible for digital business vouchers, your company must meet several conditions:
- Having its main place of business in Wallonia
- Not having exceeded the de minimis aid ceiling: €200,000 over three years (all public aid combined)
- Not belonging to the excluded sectors: agriculture, forestry, fishing, and certain NACE codes of the IT sector (companies whose main activity is software development or telecommunications are excluded as beneficiaries)
- Call on a certified provider for the type of check chosen
Walloon independents are also eligible, not just companies. A micro-enterprise or a sole proprietor can therefore benefit from the scheme in the same way as a structured SME.
Point of attention:The application must be submitted and approved before the start of the services. A service performed without prior agreement from the administration cannot be subsidized afterward. This is the most often forgotten rule and the one that costs companies the most when not followed.
What the vouchers specifically cover for a Wappli project
As part of a digital project with Wappli, several types of services may be eligible for the Digital Maturity voucher:

What the vouchers do not cover:
- The development or direct programming of software or a website
- The purchase of software licenses (Odoo Enterprise, hosting, domain)
- The purchase of computer hardware
- Continuous maintenance services
In summary: consulting and support are covered, technical production is not.In a complete project, the part eligible for vouchers typically represents the scoping, analysis, and training phase.

How it works in practice: the steps
The procedure is simpler than it seems, especially if your provider assists you with the steps. Here’s how it actually unfolds.
Step 1: you create your account on cheques-entreprises.be
The official platform ischeques-entreprises.be. If this is your first request, you cannot create your account alone: it is the certified provider who will create your business in the system when submitting the first file. Another reason to start by choosing your provider before initiating the administrative process.
Step 2: the provider submits the request on your behalf
The certified provider can submit the grant application on your behalf. They generate the service agreement via the platform, prepare the necessary documents (de minimis declaration, SME test as applicable), and submit the file. You sign the agreement and the application.
Step 3: the administration validates within 5 working days
The administration has 5 working days to examine the admissibility of the file. If this deadline is exceeded without a response, the application is considered automatically admissible. In practice, the vast majority of well-prepared files are approved quickly.
Step 4: you pay your share within 30 days
Once the grant is awarded, the Region asks you to pay your share within 30 days. For a digital maturity check at 50%, you pay 50% of the amount excluding VAT for the services (plus VAT on the total). An electronic check equivalent to the amount of the grant is then placed in your electronic wallet, and the services can begin.
Step 5: the services take place, then the closure of the file
At the end of the services, the provider submits their invoice and a service report via the platform. You have 15 days to validate. Beyond this deadline, the invoice and report are considered automatically validated.
The most important rule to remember: the application must be submitted and accepted before the start of the services. Not during, not after. This is the sine qua non condition for eligibility.
